Dubbing is the international term for replacing original dialogue with a new recording, typically in a different language.
In practice, the term covers three different methods. Full dubbing matches the new voice to the actor's mouth movements; this is what you hear in films and series. With a translated commentary voice - known in the industry as 'voice-over' - you hear the original voice softly beneath the new one, as in reports and documentaries. Subtitles, of course, do not change the audio.
Your choice of form depends on the visuals and your audience. If you have close-ups of talking faces, a commentary voice won't work. If it's an interview or an instructional film with no emphasis on the mouth, a translated commentary voice is quicker, cheaper, and won't be distracting.
For a multilingual project, it pays to make this choice in advance, alongside the translation. The script sent to the studio will look different depending on your decision.
